The foundation behind
our mission
The Dolphin Square Charitable Foundation (registered Charity Number 1110090) was established as a housing charity in 2005. The charity’s founding objectives are to help secure accommodation in Westminster or elsewhere in Greater London for those in housing need who:
- By virtue of their employment in the public, voluntary, or private sectors, provide important social, economic, environmental or political services, and cannot afford normal commercial rents
- Or, More generally, face poverty, deprivation, or disadvantage.
Board of Trustees
The charity is governed by a Board of Trustees (or Governors). The Board is a joint Board for The Dolphin Square Charitable Foundation and Dolphin Housing Limited. Members of the Board along with members of the executive team are also directors of the other subsidiaries.
The Board is responsible for:
- Safeguarding the charity’s assets
- Delivering the objectives of the charity
- Ensuring full compliance with regulatory requirements and best practice, including the Charity Act 2022 and the requirements of the Regulator of Social Housing
The Board meets quarterly to make decisions about the charity such as approval of an annual budget, business plan, implementation of the strategy and key development decisions. They set the strategies and policies of the charity, and monitor operational activity and financial performance.
The Board operates through several sub-committees covering specialised areas:
The four sub-committees are:
- Acquisition, Finance & Development
- Audit & Risk
- Operations
- Remuneration & Nomination
Each sub-committee meets between two and four times a year, and reports and minutes of the meetings are received by the Board.

Our Board and Committees members are responsible for the governing and compliance of the charity and Registered Provider.


Bruce Clitherow
A Chartered Surveyor for over 40 years and Westminster resident, Bruce has had a career specialising in property management in the private sector, with particular emphasis on charities. Recently the Director of Estates for the Children’s Society and property advisor to St John Ambulance, he was also on the Committee of Management of Dolphin Square Trust for 14 years up to the creation of the Foundation in 2005. He now holds a number of advisory positions in the charity world.


Julia Moulder
Julia is an experienced Development & Regeneration professional, with a career in both public and private sectors. Julia spent 20 years in Executive Director roles at Catalyst Housing, she was responsible for their mixed tenure development programme, asset management, sustainability and health & safety. She now runs her own consultancy business, JM Development Consulting, working with public sector clients and their partners and suppliers to increase the supply of good quality affordable homes. Julia chaired the G15 Housing Association Development Directors Group 2013 – 2017.


Ben Laryea
Ben is the Chief Executive of Ekaya Housing Association, responsible to the Board for the leadership and strategic direction of the Association. Prior to this, he was the Housing Director and Deputy Chief Executive of Westway Housing Association. Ben is Chair of Dolphin Housing Limited, our Registered Provider subsidiary, and is the Board member responsible for resident complaints.


Sarah Smith
Sarah started her career as an external auditor with BDO Stoy Hayward. Specialising in social housing she moved to KPMG. Sarah moved to London & Quandrant Group and then AmicusHorizon (now Southern Housing following merger) in 2009. Sarah is a member of the National Housing Federation's Finance & Policy Advisory Group and sat on the ICAEW social housing sub-committee until 2025. She has previously chaired the G15 Finance Directors' Group and was Vice Chair of the NHF's SORP Working Party. She was appointed to the Sustainability for Housing Board in 2021.


Jo Moran
Jo is a Customer Service executive with over 30 years' experience in the retail industry. Jo has spent the majority of her career as Head of Customer Service across all points of contact with Marks and Spencer. She develops end-to-end strategy to deliver consistent customer experience, delivering and embedding transformational change. Jo also sits on the Board for Moat Housing Association.


Jason Green
Jason is Managing Partner of Liverpool Street Capital Advisors, a City-based corporate finance advisory firm. He has 30 years' experience in financial markets and real estate. During his career, he has advised on residential and commercial property transactions in both public and private finance markets. Previous roles include Family Office and Housebuilder CEO, PwC Corporate Finance Partner, Head of Financing Advisory at Investec Investment Bank and Global Structured Finance at Natwest Markets. Jason has extensive experience of risk, credit and investment committees and provided written and oral testimony as an expert witness in US$2.2.Bn ICC Arbitration proceedings.


Paul Disley-Tindell
Paul is a Chartered Surveyor and Director - Real Estate at TT Group (Telereal Trillium), one of the UK's largest, privately owned, property investment and development firms. Paul is involved in asset management, portfolio transactions, property financing, and new business opportunities. Paul joined Trillium in 1998 having started his career working in Royal Mail's asset management team. He is a Patron of LandAid, the property industry's charity, and a member of The Worshipful Company of Chartered Surveyors.


Jess Wallis
Jess is Development Director at Lendlease, leading on Silvertown, a £5.2bn project in the Royal Docks (on behalf of The Silvertown Partnership). A site which has sat vacant for over 40 years but is currently being transformed into a new iconic east London neighbourhood providing a new town centre for local communities, a new water-based leisure destination for London and up to 6,500 homes. Jess is also the Head of Development Management for Lendlease UK, providing strategic leadership to the broader development team across all projects.
With over 15 years’ experience Jess is passionate about shaping places together with locals, ensuring its representative and fit for the future and personally motivated to bringing and contributing positively to tackling the housing crisis in the UK.


Foong-Yee Cross
Foong-Yee has over 20 years experience with Lendlease, as a commercial and finance director in London urban regeneration. Through delivery of large residential and mixed use schemes, she is accustomed to the financial and risk issues in the property sector. Foong-Yee has moved to the charity sector where she is now Director of Finance at Mencap, the UK’s leading charity for people with a learning disability.


Darren Parker
Darren serves as the Executive Director of Development at the London Legacy Development Corporation, overseeing the development programmes at Queen Elizabeth Olympic Park. This project is one of the most significant urban regeneration initiatives in the UK and Europe. Darren's portfolio includes major development, joint ventures, and regeneration projects aimed at creating vibrant new neighbourhoods with a blend of residential, commercial, and social infrastructure, totalling a gross development value of £3.3 billion.
With 20 years of experience in urban development, investment, and housing delivery, Darren has a proven track record of executing award-winning projects recognised for their design excellence and collaborative approach. His previous roles include serving as a regeneration director for a housing association, a councillor, and the chair of a local development trust. Darren is passionate about how thoughtful design, regeneration, and community engagement can improve places and enhance residents' quality of life.


Katherine Russell
Katherine is Director of Build to Rent at John Lewis Partnership. With an 18-year career in real estate, Katherine has been at John Lewis Partnership for over 10 years and in her current role she spearheads a sub-division committed to investing in complex, mixed-use developments, with a focus on social and environmental objectives. Her previous role as Head of Real Estate, Planning, Policy & Commercial involved overseeing all aspects of the Partnership's £2 billion estate. Katherine also serves as a board member of the New West End Company, chairing their Sustainability Committee.


Janice White
Janice is a well established housing professional who has worked in the housing sector in a variety of settings including senior roles spanning four different Local Authorities in London and Essex. She has a wide range of experience across a variety of operational and strategic areas including asset management, housing development and policies. In Thurrock and Southend, Janice worked with colleagues in social care and health and commissioned services for adults with disabilities and older people. She is a member of the Chartered Institute of Housing and Chartered Management Institute.


Setareh Neshati
Setareh is Head of Development at Westminster City Council, and has over 20 years of public/private sector experience. She is currently responsible for delivering 4,000 homes and associated community infrastructure for Westminster Council. Setareh also volunteers to support university research groups in the built environment field. She officially mentors members of staff through coaching programmes and advocates for Diversity and Inclusion. Setareh also represents Westminster as a member of a number of industry expert panels.

The Dolphin Fellowship
Since its foundation, Dolphin Living has had the support and guidance of a number of very able and skilled individuals who have a deep commitment and enthusiasm for the work Dolphin does. In 2016 the Dolphin Fellowship was created to maintain contact with these past key Governors. The Fellows are kept up to date with Dolphin’s activities and meet annually with the Board and Executive team.
